Dennis O’Leary is a proven entrepreneur with significant international business experience having founded Sulu Electric Power and Light Corp (SEPALCO), a firm with expertise in utility scale power generation and solar energy. He is the founder and Chairman of DarkPulse Inc., a publicly traded company headquartered in Houston, Texas that is a major operator in the smart cities sector including smart road initiatives EV’s and Infratech across the global landscape. DarkPulse develops specialized devices that monitor activities along national borders, provide structural health and safety monitoring of critical infrastructure/ key resources including smart buildings, bridges, and oil & gas pipelines.

Mr. O'Leary is also the Board Chairman for Optilan Group Ltd a global company with core operations in Warwickshire, UK with international presence in Turkey, Azerbaijan, UAE, and India whose focus is critical infrastructure including, rail, oil & gas, access control, physical security & CCTV, cyber security, nuclear facilities security, BDaaS, and is responsible for the company’s expansion and strategic initiatives across 11 countries.

Dennis is an Ambassador for the Province of New Brunswick, Canada, and a Research Member of the NATO Science and Technology Organization along with doing work with the Department of Justice as a member of the FBI’s investigative team with internal designation C14. He is a licensed private pilot with turbine experience.

Vladimir Zadorozhny is a Professor in DINS and also a Core Faculty Member at the University of Pittsburgh Biomedical Informatics Training Program and Adjunct Professor at Faculty of Engineering and Science of the University of Agder. He received his Ph.D. in 1993 from the Institute for Problems of Informatics, Russian Academy of Sciences in Moscow. Before coming to USA he was a Principal Research Scientist in the Institute of System Programming, Russian Academy of Sciences. 

Since 1998 he worked as a Research Associate in the University of Maryland Institute for Advanced Computer Studies at College Park. He joined University of Pittsburgh in 2001. His research interests include information integration, data fusion, complex adaptive systems and crowdsourcing, query optimization in resource-constrained distributed environments, sensor data management, and scalable architectures for wide-area environments with heterogeneous information servers. 

His research has been supported by NSF, EU and Norwegian Research Council. Vladimir is a recipient of Fulbright Scholarship for 2014-2015.  He has received several best paper awards and has chaired and served on program committees of multiple Database and Distributed Computing Conferences and Workshops.  His specific interests within CAIR are related to application of scalable data fusion methods to enable efficient data mining and machine learning in complex domains, such as large-scale monitoring of social dynamics and reliability assessment in biomedical data.

Jim has over 35 years’ experience in the representation of financial institutions including national, international, regional, and local banks, credit unions, insurance companies and non-bank lenders with regard to the structuring and documentation of financial transactions, commercial loans and equity investments. He has extensive experience in creditors’ rights, workout, foreclosure, bankruptcy, and receiverships having represented secured and unsecured creditors in a large number of matters. He also has advised numerous businesses in raising capital and the related legal and business issues involved in the structuring of their corporate formation. He has advised in the areas of investment and venture capital and development and implementation by his clients of their businesses plans and in the compliance with associated regulations and laws.

Jim serves on the Business Organizations Committee and the Creditors’ & Debtors’ Rights Committee of the Rhode Island Bar Association, and his practice is concentrated in the areas of corporate law, banking and commercial law, mortgage lending, venture capital, private placements and real estate, bankruptcy, and creditors’ rights.

He brings to his practice extensive experience as an entrepreneur and investor in commercial and industrial financing, commercial real estate, bridge financing and distressed debt and as an advisor and counsel to a diverse range of businesses in the manufacturing, design, logistics, technology and service industries.
